UPON INSPECTOR'S FINDINGS ..TECHNICIAN TRY TO START VEHICLE. VEHICLE WOULD NOT START. DRAIN PLUG IS LEAKING OIL. NO DIPSTICK TO CHECK OIL LEVEL, CANNOT VERIFY AMOUNT OF OIL IN VEHICLE. VEHICLE WAS NOT IN SHOP. VEHICLE JUST HAD OIL CHANGE IN FEBRUARY. VEHICLE HAS NO SIGN OF DRIVER ERROR OR DAMAGE. VEHICLE HAS SLIGHT OIL BLOWBACK. OIL APPEARS TO BE VERY BLACK CONSIDERING JUST HAVING AN OIL CHANGE FEBRUARY 25.
